Add docker images with debs of volumedriver and related components

@deboeckj : these point to the latest releases of accelio/rabbitmq-c/volumedriver/qemu/libvirt. Seeing that 9.9.9 is the development line, the tags could also be replaced with 'latest' if you think that's more appropriate. Please also let me know if this should go into another release manifest (in that case using the specific tags) / whether you take care of that.
